September Night Market x Corn Roast Recap As a feature of the September Night Market, we organized a corn roast in collaboration with the event, thanks to the generous contribution of corn by Lengel Brothers Farms. All proceeds from the corn sales were dedicated to supporting Stull Nature Reserve. Additionally, we introduced special edition 'Shuck Yeah' t-shirts for the occasion, with the proceeds from these sales also benefiting Stull Nature Reserve. Thanks to your help, we successfully raised a total of $729. If you missed out on getting one of our exclusive corn roast T-shirts, don't worry! They are still available for purchase, and you can find them either at the City of Hermitage Municipal Offices or at our upcoming and final Night Market on October 5th. Wheatland Merger Update On September 14th, two public meetings were held at the Wheatland Borough Building to discuss the upcoming merger of Wheatland into Hermitage, which is effective on January 1, 2024. The first meeting was for Wheatland businesses and was similar to an August 16th public meeting with Wheatland residents, but with a particular focus on matters affecting businesses. Property owners were informed that they will see an 80% reduction in their municipal property taxes next year due to the low Hermitage tax rate of 5 mills compared to the Wheatland tax rate of 24.75 mills. Businesses were reminded that school taxes will continue to be levied by Farrell Area School District since the merger does not change school district boundaries. The earned income tax for workers living in Wheatland will adjust to 2.25% while the local services tax will remain at $52 with both being collected by Berkheimer, the central tax collection agency for Mercer County. Also, businesses were informed that the U.S. Postal Service is not affected by the merger, so the Wheatland Post Office, address and zip code will remain the same. It was further explained that Hermitage requires an annual Business License Assessment of $200 with exemptions for small businesses and certain types of businesses, and a form needs to be filed with the Hermitage Treasurer by April 15th of each year. A presentation was made on low-interest Revolving Loan Funds available from the city for certain business expansion and construction projects, as well as city assistance with local economic development agencies and county, state and federal officials. Finally, a discussion occurred on Wheatland infrastructure needs and the commercial building review and inspection process. Later in the evening on September 14th, a public meeting was held for residents and businesses in Wheatland to present and receive input on a proposed new Zoning Map that would incorporate Wheatland properties into the Hermitage Zoning Ordinance effective January 1, 2024. While both communities already have zoning ordinances in place, the Wheatland Zoning Ordinance will go away on the effective date of the merger. Therefore, a new Zoning Map needs to be adopted to incorporate the Wheatland properties into Hermitage zones. The proposed map was designed to establish zones in Wheatland that fit the property uses that currently exist, while providing for future growth. Based upon public feedback at the meeting, the proposed map will be further adjusted. Eventually, the map will be submitted to the Hermitage Board of Commissioners, with a public hearing being held before the final map is adopted.

Bulk Trash Pick Up and Yard Waste Collection ICYMI – Bulk Trash Pick-Up Week took place during the week of September 25th. The next Bulk Trash Pick-Up collection is planned for the spring and fall of 2024, dates to be announced soon. It's important to note that Bulk Trash Collection days do not necessitate the acquisition of a garbage collection tag. If residents require bulk trash collection services outside of the designated collection week, they have the option to purchase garbage collection tags either from Tri-County or at the City of Hermitage Municipal Building. The Per Capita Tax is a flat rate local tax, payable by all adult residents living within a taxing jurisdiction. City completes more than $2 million in paving / stormwater improvements 2023 Capital Paving - Project included milling off old pavement, necessary base repairs and new pavement to Lori Lane, Timber Lane, Maria Lane, Tamara Trail, David Drive, Snyder Road, Fairlawn Drive and a portion of Todd Ave. The project was funded by American Rescue Plans Act grant funds. 2023 CDBG Roadway Improvements - Project included milling off old pavement, necessary base repairs, new pavement and spot stormwater improvements on portions of Concord Road, Trace Street and King Drive (west of Buhl Farm Drive). 25TH Annual Hermitage Holiday Light Parade Join us for the 25th Annual Hermitage Holiday Light Parade on Saturday, November 18th, starting at 6:00 PM. The parade kicks off at the intersection of State Street and Kerrwood Drive and participants should stage in and around the Hermitage Towne Plaza site. To simplify setup, we strongly recommend constructing floats at this location. For flatbed rentals, contact the transportation committee at (724) 981-0800; they can be delivered a day before the parade. Remember, all large floats must be at their designated staging area by 4:00 PM, and all participants should arrive no later than 5:30 PM. Detailed participant staging locations and contestant identification numbers will be provided at the mandatory parade staging meeting on Tuesday, November 14, 2023, at 5:15 PM in Room #303 of the Hermitage Municipal Building, located at 800 North Hermitage Road. Small Business Advantage Grant Program Accepting Applications The Pennsylvania Department of Environmental Protection is accepting applications for its Small Business Advantage Grant program through March 22, 2024, or until funds are exhausted. The program is a first-come, first served program so it is important to apply early. It provides reimbursement grants up to $5,000 to $8,000, based upon the environmental impact of the project, and requires a match of 50% to 20%, based upon the same factors. Over the years, a number of Hermitage businesses have accessed this grant program. Eligible projects must improve energy efficiency or reduce pollution or waste by upgrading or replacing equipment or supplies, improving processes, or reducing runoff into affected waterways. Additionally, eligible projects must save the small business a minimum of $500 per year and at least 20% of annual energy consumption or pollution-related expenses. Lighting, HVAC, boiler, and digital x-ray upgrades are the most common project types, but a wide variety of projects are eligible for funding. In order to qualify, an entity must be a Pennsylvania-based, for-profit business with 100 or fewer full-time employees. Upcoming Community Environmental Events and Programs - The Mercer County Conservation District is hosting a watershed resource fair on Saturday, October 21 that will start at 9 a.m. The event will include watershed education and activities, guest speakers, and a tour of the trout nursery. The MCCD is also hosting a Friday at the Farm program on October 20th at 6 p.m. You’ll have the opportunity to learn about native reptiles and amphibians and enjoy a campfire towards the evening’s end.
