Transaction Express, our 3rd party credit card processing site, is currently experiencing some technical difficulties. We have had customers report the site has "DECLINED" their payment, despite them having the available funds. The City is not seeing these payments come through the site but people are claiming the amounts have been deducted from their bank accounts. We have been told this affecting VISA CARDS ONLY
