2025 Major Capital Improvement Projects 

 

City Center Redevelopment – Hickory Fields

The Hickory Fields redevelopment includes a $100 million private investment led by Flicore, LLC, projected to create over 900 permanent retail and hospitality jobs.

  • A $3.5 million RACP grant supported demolition and site preparation work.
  • A $730,000 CFA Multimodal Transportation Fund grant will help construct Hickory Fields Boulevard, connecting the SV Mall redevelopment to the Route 18/62 Roundabout.
  • Flicore has entered into a cooperation agreement with the City to cover costs beyond grant funding. The roadway will be built to City specifications and dedicated to the City upon inspection.
  • Construction is expected to begin in late 2025


Joy Cone Improvements

Joy Cone is continuing its $80 million expansion, bringing employment at the Hermitage campus to nearly 1,000 employees.

  • A $1 million RACP grant supported truck-access improvements at the cookie plant.
  • A $1.7 million TIIF grant is funding roadway upgrades along N. Keel Ridge Road, the new designated truck route for cone and cookie plant deliveries.
  • Improvements to Lamor Road (Joy entrance to N. Keel Ridge) are complete. Work along N. Keel Ridge Road is underway and expected to be finished by the end of 2025.


Wheatland Neighborhood Improvements

Traffic Signal Project – Broadway Ave / Council Ave

Preliminary engineering is nearly complete for the traffic signal modernization project at Broadway Avenue and Council Avenue.

  • Supported by a $430,000 Green Light-Go grant and $108,000 in local matching funds.
  • The new signal will coordinate with the Broadway/Mercer/Church/Emerson signal system.
  • Construction is scheduled for 2026

Wheatland Community Center Roof

More than $231,000 in State Facilities Closure Act funds were used to replace the Community Center roof, extending the life of the building and supporting its continued use as a community venue and Fire Department base.

Wheatland Industrial Area Improvements

$2,056,000 PennDOT Multimodal Transportation Fund grant is pending for stormwater upgrades and roadway resurfacing in the industrial area.
 Over 30 businesses rely on this network, including Wheatland Tube, Omega Lumber, JCL Energy, Paramount Games, and Boise Cascade.
 Grant announcements are anticipated following the passage of the state budget.



S. Neshannock Road Sewer Extension – Hermitage Municipal Authority

A high rate of failing on-lot systems led to the extension of public sewer service along S. Neshannock Road and parts of Virginia and Miller Roads.

  • 93 properties will be connected.
  • A low-pressure system using grinder pumps is being installed.
  • Supported by a $1,087,000 H2O PA grant, with $331,000 in Small Water and Sewer grant funding for grinder pumps.
  • An additional $358,000 in excess funds will support the future Pine Hollow Pump Station.
  • Construction began in April 2025 and is expected to wrap up by year-end.


Shenango Valley Animal Shelter

A new, modern animal shelter is under construction on donated land along Lynnwood Drive.

  • A $150,000 state grant supported clearing and site prep.
  • A $425,000 Local Share Account grant is funding the building shell, with Rien Construction as the general contractor.
  • Additional fundraising is ongoing to complete interior outfitting.
  • Out to bid with construction planned for summer/fall 2025.


Hermitage Athletic Complex

The Hermitage Athletic Complex continues to see major upgrades across several projects:

Dek Hockey Facility

Completed in late 2024 with support from a $231,000 Greenways, Trails & Recreation Program grant. A new scoreboard has been installed.

Multipurpose Facility – Restrooms & Concessions

Supported by a $781,000 Local Share Account grant. Construction is underway in 2025.

Trail Connections (PennDOT MTF)

A trail linking Lorenwood Drive to the complex is nearly complete under a $350,000 grant.
Phase 2 (2026) includes repaving Lorenwood Drive and adding trail enhancements with a second $350,000 MTF grant.

Pickleball Courts & Parking Expansion

Preliminary design for 8 pickleball courts and expanded parking is underway for a 2026–27 project supported by a $1.25 million RACP grant.

Girls Softball Field #1 Lighting

Musco lighting system approved. Total cost: $225,000.
To date, $159,000 has been raised through state and private funding, with additional applications pending.

Little League Concession & Restroom Facility

Design is in progress for a new concession and restroom building at the Little League Complex, supported by grant funding.
Expected to go out to bid July 2025 with construction completed by year-end.


Paving & Roadway Improvement Programs (2025)

Capital Paving Program

Milling and paving on:

  • Tiffany Lane
  • Fran Lane
  • Lee Run Road
     Includes signage updates.
    The project has been completed.

Wheatland Paving Program

Milling and paving on:

  • Cherry Street
  • Riddell Street
  • Balm Street
  • Orchard Street
  • Adams Street
     Includes signage updates.
    This project has been completed.


Neighborhood Investment Program – Fern Street

Milling and paving Fern Street (Greenwood Ave to Baker Ave), plus new stormwater facilities and signage.
Nearly complete; construction expected summer 2025.


CDBG Paving Project – King Drive & South Crescent

Stormwater improvements and paving along King Drive and South Crescent.
Originally planned for 2025, postponed to 2026.


Monticello Avenue & Wakefield Drive

Milling and paving, stormwater improvements, and new signs on Monticello Ave and Wakefield Drive.
Currently under construction, with completion expected late 2025.


Route 18 (North Hermitage Road) Sidewalk Project

A Safe Routes to School project funded by a Federal TASA grant.
 Sidewalks will be extended on the west side of Route 18 from Highland Road to the existing Valley YMCA sidewalk.
In design now; targeted for 2025–26 construction.


Rodney White Playground

Replacement of the 25-year-old playground with new equipment, accessible rubber surfacing, and new benches.
Completed May 2025.
