Residential Solid Waste Disposal & Recycling Services

· Low Income Assistance Program Application Form & Instructions

PROGRAM: Qualifying customers will receive a discounted quarterly billing that includes no charge for garbage disposal (cart fee) and a 25% discount from the base rate charge. Qualifying customers would receive full service (small garbage cart, recycling cart, and yard waste cart (if desired)).

CRITERIA: Service must be in the name of the head of household – Head of household must receive a total gross income of less than $19,050 annually – Income certification may be required as frequently as annually.

PROCESS: Customer must submit a completed application to the City, along with all required documents deemed necessary to provide proof of income – City approval of the application will result in Tri-County Industries being notified to adjust the billing for the customer.

All white goods, bulk items and larger items will be taken on these collection days. These include, but are not limited to, lawn chairs, lamps, TV’s, bicycles, carpet rolls (no more than 4 ft. in length), large and small appliances, furniture, tables, washer, dryer, stove, etc.

Air conditioners, dehumidifiers, refrigerators & freezers must have their doors disabled and Freon removed and be properly tagged by a certified technician first.

All items must be placed out at the curb the night before pickup. Items for bulk trash collection days do not require a tag for disposal.


2010 YARD WASTE COLLECTION SCHEDULE  NEW

Curbside yard waste collection will begin again on Monday, April 12, 2010 and continue through December 16, 2010. (Green-lid) yard waste carts or biodegradable bags may be placed at the curb on a weekly basis on your regular collection day.  There is no limit to the amount of bio-degradable bags a household can place at the curb.

Acceptable yard waste includes:Yard Waste Cart

• Leaves
• Grass clippings
• Plants and flowers
• Roots
• Sawdust
• Shrubbery and pruning
• Branches, tree limbs under 4” in diameter
• Brush up to 4’ in length.

 


New Rates - Updated January 5, 2010

The quarterly base rate billing for residential solid waste/recycling service will be reduced by 30 cents effective with the next quarter’s (Feb, Mar, Apr, 2010) billing. The reduced base rate of $40.95/quarter will be in effect for the next 12 month billing cycle. The Fuel Cost Adjustment clause in the City’s contract with Tri-County Industries for residential services provides for an annual adjustment of the quarterly bill based on a formula that includes the price of diesel fuel. The base rate for the low income assistance program will be adjusted accordingly.



The new contract with Tri-County Industries began March 1, 2009 and will be in effect until July 31, 2014.  The first 5 months of the contract kept the same terms and conditions as the previous contract.  Beginning August 1st, several changes will occur.  Some of these changes were made to get the City into compliance with State regulations and some were made in an attempt to minimize cost changes for the vast majority of Hermitage residents.

Before August 1st, 2009, Tri-County Industries will be delivering new recycling carts (95-gallon brown with a blue lid) and yard waste carts (95-gallon with a green lid).  Residents will have the option to choose a smaller, 35-gallon, garbage cart as well.  Selection of the yard waste cart is not mandatory.  Residents can choose to compost their waste, purchase biodegradable bags from a local retail store to put at the curb, or have it removed by a private lawn service.  Cart placement is important under the new program.  Residents are encouraged to review the informational materials below and make every effort to place carts for weekly collection as recommended.

Excess Waste Tag
EXCESS WASTE / LARGE ITEM TAG
One per 32-gallon trash bag or any other item up to 25 lbs. such as lawn chairs, lamps, TV sets up to 19 inches, bicycles, carpet rolls, small appliances. Tags are only for waste outside the cart.

Bulk Item Tag

BULK WASTE TAG
One for each item such as upholstered furniture, tables, dressers, headboards, armoires, large TV's, etc.  Call ahead for pickup.

One for each item: washer, dryer, dishwasher, stove, water heater, trash compactor, etc.  Air conditioners, refrigerators & freezers must have their doors disabled and refrigerant removed by a technician first.  Call one full business day ahead for pickup



Volume Pickup Tag
VOLUME PICKUP TAG
Use this tag for collection of multiple items outside of the cart.  This tag will cover up to 16 excess bags of waste or 12 large items (or a combination) outside the cart.  This does not include major appliances or bulky items. Call one full business day ahead for pickup

 

Tags are available for purchase through Tri-County Industries or @ the City Building.


ATTENTION RESIDENTS: (Notice of route changes)

Beginning Monday, May 4th, 2009, the City’s contracted solid waste hauler, Tri-County Industries, will be switching from a 5-day per week collection route, to a 4-day per week collection route. Garbage and recyclables will be collected Monday – Thursday each week.

If your trash is currently collected on Friday, your collection day will change and Tri-County Industries will be notifying you shortly.

Tire and Household Appliance Recycling

Year-Round : Hermitage residents who need to dispose of old tires and household appliances may bring these items for disposal to the City Garage, located on Virginia Road, Monday - Friday from 8:00AM - 3:00PM anytime throughout the year.  There is no cost to residents for this drop-off.  Please call in advance to drop-off materials.

LOCATION: City Garage, 5250 Virginia Road - This tire and household appliance drop-off program is for Hermitage residents only. Proof of residency will be required upon disposal. The number of tires per visit may be limited. No tires with rims or tires with dirt inside the casings will be accepted. All household appliances will be accepted.
