Building and Inspection Office:
The Building and Zoning Office consists of the Zoning Administrator and is within the Planning and Development Department. The office reviews all requests for building permits, issues permits, enforces the City's zoning ordinance and related regulations, and assists the public with questions relating to City requirements and processes for building projects. The Office works closely with Pennsylvania Department of Labor and Industry and the Hermitage Zoning Hearing Board.
As of January 1, 2007 the Commonwealth of Pennsylvania has adopted the 2006 International Code Series for the Uniform Construction Code. Building projects designed and constructed within the City of Hermitage shall comply with the following Code information:

Inspection Division:
The Inspection Division is a part of the Public Works Department and consists of two City inspectors, both certified by the Commonwealth of Pennsylvania under the State Uniform Construction Code. Inspectors monitor new construction projects in the City - from single-family homes to full residential developments to large retail/office facilities. They also inspect the construction of public infrastructure (streets, sanitary sewers and storm water facilities) to assure compliance with submitted, approved plans and State and local laws. The inspectors work closely with the Planning and Development Department, Building and Zoning Office, the WPC Division, and the City Engineer. In addition to construction inspection and record-keeping duties, the inspectors also do code enforcement work, particularly relating to property maintenance issues.
The City contracts with a third party inspection firm to handle inspections and
plan review for non-residential (commercial) permit applications. As of
July 2008, the City has contracted with Building Inspection Underwriters
(BUI), Erie, PA (1-877-272-0255) as the City's third-party inspection firm.
